In the power vacuum in Old Dock after the quarantine of Old Korvosa, the Emperor of Old Korvosa rose to power and rules the ward with his band of thugs.

Little is known about the Emperor and all of it is based on rumors spread in the streets of Old Korvosa.

He is supposed to ba a cannibal, he has allegedly beheaded more folk than have died to blood veil, and some even say he is a devil hiding in the flesh of a man, and that his minions are almost as bad as him.
